Sichuan provincial party committee, the provincial government in order to popularize the Tibetan high school education, in 2009 began to implement "the Tibetan" 9 + 3 "free vocational education plan", let the Tibetan students in compulsory education to the mainland after completing three years of free secondary vocational education. Tibetan "9 + 3" free education programmeis an important measure focusing on cultivating the Tibetan new talents, providing personnel and intelectual support for the socialist construction of new pastoral area. itnot only can promote the development of Tibetan education, will also promote the Tibetan economy, society, culture and so on to develop quickly and well. In the process of specific implementation plans, however, the Tibetan students as a special group, on the basis of the culture, life habit, personality traits and other students, there exist certain differences between mainland students appeared many don’t adapt to the phenomenon, and a series of problems in the study. Focus on "9 + 3" freshman learning adaptation, is not only beneficial to the student individual positive development, but also to improve the school education teaching management level.Xinjin vocational senior middle schools in sichuan province as a sample to the school, the methods of questionnaire and interview, the study background, study content, teacher factors, personal factors, four dimensions, the "9 + 3" learning to adapt to new conditions were studied.First of all, through the study of the statistical analysis of the results of the investigation, objective description "9 + 3" learning to adapt to new situation, it is concluded that "9 + 3" freshman learning to adapt to the problems mainly displays in the study background, study content, its own factors.Then, from the policy level, the school management system, geographical conditions, the Tibetan economic and education, culture, psychology analysis, summed up the impact factors of "9 + 3" learning to adapt to new.Finally, according to the "9 + 3" freshman learning does not adapt to the p roblems and reasons, from the aspect of school,teacher,students has put forward t he corresponding countermeasure, through the research, trying to change the pres ent policy is missing, summarizes the deficiency of school education teaching ma nagement, improving don’t use "9 + 3" learning to adapt to the new managemen t method, promote students to learn to adapt to, improve the level of school edu cation teaching management.
