The enlarging enrollment and students in universities provide higher requirements to the hardware facilities in colleges and universities. With the science develop speeding up in 21st century, the hardware in colleges and universities develop to the way of electronics and digital, such as teaching resources and teaching system develop to the way of digital and networked, the needs of students in colleges and universities to the computer laboratory. grow rapidly, which provide higher demands to the construction and management to computer laboratory in colleges and universities. In order to satisfy the growing needs to the computer laboratory, many universities carry out the enlarge or new-building work, while in the construction process, it is necessary to discuss the methods of effective management, effective control and effective cost saving. The theory and method of project management provide great platform in computer laboratory construction in colleges and universities.In this article, we take the new computer laboratory construction in Shi Jiazhuang S university as study object, based on the study and systemic analysis to the methods and theories of project management and project appraisal theories, take systemic theory and method as guide, analyze the process from aspects of time and cost, and then build the multi-level appraisal system to computer laboratory in Shi Jiazhuang S university contains 5fist indexes,15second indexes, and 57 third indexes from the aspects of cost, time, safety, quality and effectiveness, and then use the method of AHP and FUZZY to appraisal the system, finally take the result of the appraisal as basis, propose the optimize strategies as construct effective project organize, reinforce cost control, reasonably planning project time, make strict control to safety and project quality.
