Study On Performance Appraisal Of University Construction Project Audit

The Ministry of Education issued a new document at the end of 2016,which made new requirements for the construction project management audit.It clearly stated that the construction project management audit under the new situation should focus more on performance and improve the performance of resource utilization through a series of new audit measures.It can be seen that the construction project audit of colleges and universities should pay more attention to its own performance on the basis of reasonably controlling construction investment,helping to improve the management of construction projects,and exerting the "immune system".The implementation of auditing performance appraisal of university construction projects can optimize resource allocation decisions,stimulate the enthusiasm of auditors,and promote the continuous improvement of internal control management in colleges and universities.Therefore,it is imperative to evaluate the performance of university construction project audits.The purpose of this paper is precisely this.In this paper,a series of theoretical studies such as university construction project auditing,performance appraisal,government department performance appraisal,and balanced scorecard have been formed using the methods of literature data,qualitative analysis,questionnaires,and statistical analysis.The scorecard of the university construction project audit performance appraisal framework and four-dimension evaluation index,and further statistical analysis of the evaluation system of the theoretical research through questionnaire survey to obtain the implementation path of the performance appraisal.Since the wave of new public management movement reforms began in the world in the late 1970s,performance appraisal has gradually become a basic method of public management.This paper combines the application of balanced scorecards in government departments,non-profit departments,and some auditing departments.This traditional method is applied to the new field of performance appraisal of university construction project audit.At the same time,it also introduces a new method for the performance appraisal of university construction project audit.This is the innovation of this article.
