Since 2001, the eighth national curricula reform for basic education, short for New Curriculum Reform, has opened officially. It sets a new demand based on the current curriculum implementation, which puts stress on the change of learning style---from passive learning to active learning. In this way, students’ learning interest will be stimulated, gradually, they are likely to develop a new learning concept of active participation, willing exploration, manual dexterity and being able to cooperate.Because of this, cultivating students’ problem consciousness is going with the tread of the development of new curriculum reform, meeting the needs of the modern society,beneficial to increase efficiency of class teaching and students’ independent learning awareness.The problem consciousness in the process of political teaching in Senior High School is put forward based on general concept of problem consciousness, which reflects skepticism and an inquiring mind when students come across some problems which cannot be solved with their prior knowledge. Furthermore, forced by this mental state, they raise questions, analyze questions and solve questions. In our country, the current situation of developing the senior school students’ problem consciousness is not satisfactory for the following reasons. Firstly, teachers pay little attention to developing students’ problem consciousness. Secondly, they have only limited comprehension to problems. Thirdly, the problem consciousness development is a mere formality. There are two main factors which lead to students’ weak sense of problem consciousness.Therefore, the following measures can be taken as to cultivating students’ problem consciousness. On the one hand, optimize the questioning environment to stimulate students to ask. On the other hand, enrich teaching styles to help students to be capable of asking. What’s more, carry out reasonable evaluation criteria to motivate studentswilling to ask. The effect of all these strategies can be constantly analyzed and improved in the teaching practice.
