Preschool education is an important part of our education system, it is the basis of our basic education, it is also a most important social public welfare work in our country. The development of the preschool education in rural areas relates to the sustainable development of our national economy and the social long period of stability. The matter of the preschool education in rural areas is not only the matter to improve the quality of our nation, but also an important issue of our new rural construction. In the other side, it is also a social matter of improving people’s livelihood and the realization of a harmonious society. The preschool education is concerned with the development of the children’s physical and mental health. So the quality of it will affect the formation of a child’s cognitive and innovative development. It can also affect the ability of a child to learn. As the individual, the development before the age of six is important and basic. It can also impact on one’s whole life. So good quality of the preschool education not only has great significance for the child’s future, but also can improve the quality of the whole nation to a great extent. In this case, nowadays more and more countries regard the popularity of the preschool education as their duty, and also work for the promotion of it.Compared with the developed countries, the development of the preschool education in our country is much slower. Since China’s reform and opening to the outside world, in order to develop the country through science and education, our government has concentrated on the development of our compulsory education, higher education and vocational education. It hasn’t put enough energy on the development of the preschool education. Many problems have serious influence on the development of the preschool education in our country, such as the lack of legislation on the preschool education, the imperfect of the management system, the insufficiency of the government financial investment and the unfairness of the teacher distribution. Many present local authorities emphasize the non-compulsory character of the preschool education too much, so they ignore its basic position and the character of its social public welfare. They haven’t pay enough attention to the fairness of the preschool education, even more serious is that they pay less and less attention to it. In most part of our country, it is very hard and expensive to enter a kindergarten. This social phenomenon has becomes more and more serious. In the rural areas, because of the omission of the government management, preschool education has not been gotten due attention. In the process of the development, the rural preschool education faces many challenges and difficulties, and also has lots of problems. In rural areas, the social power of kindergarten has become the dominant force. Compared with the urban areas, the preschool education in the rural areas faces more severe challenges. The quality of the preschool education in rural areas does not only influence the development of the basic education, but also influence the development of the economic. On the other side, the quality of the preschool education is also related to the construction of our New Countryside. A high quality preschool education can not only provide a good growth environment for the children, but also bring good quality of life for the family. For the children in the rural areas, to receive good preschool education embodies the social justice and the educational fairness. This is also the essential requirement of the Socialist education. How should we develop the preschool education in rural areas? What is the role of the local government during the development of the education? What should the government dominant? How can it dominant? Such many problems need our careful reflection.In this thesis, the writer has investigated the present situation of the preschool education in G county of Xingtai, Heibei province. The writer fully appreciates the achievements of the rural preschool education in recent ten years. On the basis of it, the writer analyzes the prominent problems and the reasons in the rural preschool education. And also puts forward some simple strategies for the present situation. By analyzing the development of the rural preschool education, the writer comes to a conclusion. The preschool education has great social benefits. It can bring great benefits to the country and the society. It is also a quasi-public good, this character requires the government has its inescapable duty during the development of the preschool education, especially in rural areas. In view of the above situation, the writer gives some corresponding suggestions. First, the government must actively promote the progress of the legislation of the preschool education in our country. And clear the specific duty of the local government at all levels, so that there are laws for the preschool education to abide by. Second, during the development of the preschool education, the administrative department for education must establish a perfect management system for the rural preschool education to ensure the smooth development of it. Third, the local governments must distribute the educational funds reasonably and also increase the input into the rural preschool education to ensure the development of it in financial perspective. At last, the qualities and capabilities of the teacher team in the kindergartens must be improved. The government should also make the allocation of teachers more fair and reasonable. In this way, the quality of the rural preschool education can be ensured and promoted more comprehensively and healthily.
