Since the 18 th National Congress of the Communist Party of China,poverty alleviation through education,as an important means of intergenerational transmission of poverty,has rapidly risen to an unprecedented strategic height.However,as an important component of rural public service supply,rural preschool education in minority concentrated regions is still facing the realistic predicament of lack of educational resources and backward overall development level,which has become a key factor restricting the improvement of overall education level.In order to strengthen the supply of preschool education services in rural areas of ethnic minority areas,the Party committees and governments at all levels have issued a series of policy documents,but the overall effect is not satisfactory.As far as it is concerned,the basic problems of preschool education services in rural areas of minority concentrated regions have not yet been systematically solved,and still need to be fully clarified in the theoretical level.The innovative implementation of “One village,One Kindergarten” in minority concentrated regions of Sichuan Province has achieved remarkable results in popularizing rural preschool education,which has strong policy demonstration and provides appropriate case support for the research and development of this paper.So what is the policy performance of “One village,One Kindergarten”? Has the set goal been achieved? Under the background of rural revitalization,will it help to achieve the goal of equalization of public services between urban and rural areas? If there are deviations in policy performance,what are the root causes of the problem? Does it have reference value for other ethnic areas to optimize the supply of rural preschool education services? It is of great theoretical and practical significance to discuss and solve all these problems.This paper systematically combs the impact of rural revitalization strategy on the supply of rural preschool education services,and puts forward the corresponding theoretical enlightenment to the supply of rural preschool education services in minority concentrated regions by constructing the supply-demand matching curve of rural preschool education services.At the same time,drawing on the basic viewpoints of public goods theory,new public management theory and new public service theory,this paper makes a systematic theoretical discussion on the nature,supply responsibility,supply orientation and supply mode of rural preschool education service in minority concentrated regions.On this basis,this paper takes the construction of “One village,One Kindergarten” in Sichuan Province as an example,combs its development outline comprehensively,constructs an appropriate performance evaluation framework,makes a qualitative and quantitative evaluation of its policy performance,and makes an overall evaluation and optimization suggestions for the construction of “One village,One Kindergarten”.Therefore,the conclusions of this paper can not only provide useful thinking for optimizing the policy content of “One village,One Kindergarten”,but also provide useful reference for other minority concentrated regions to promote the supply of rural preschool education services.Through the research,this paper mainly draws the following conclusions:Firstly,the strategy of rural revitalization readjusts the relationship between urban and rural areas,which will not only have a significant direct impact on the supply of rural preschool education services through the inclination of policy resources,but also change the external environment of the supply of rural preschool education services,pose a new challenge to the supply of rural preschool education services and have a significant indirect impact through other ways such as promoting agricultural income,factor allocation and population mobility.The impact of rural revitalization strategy on the supply of rural preschool education services is comprehensive,with both opportunities and challenges.If we can not effectively grasp the opportunities and meet the challenges,we will not only have difficulty in maintaining the development results of the supply of pre-school education services in rural areas,but also may fall into a new development dilemma.Secondly,as far as the nature of products is concerned,we should rely on public value to highlight the quasi-public nature of pre-school education services in rural areas of minority concentrated regions;as far as supply responsibility is concerned,the government should assume the leading responsibility of service supply.By establishing and improving the rural preschool education service market,market participants should be guided to share the corresponding supply responsibility and gradually form a multi-service supply model;as for supply orientation,public interest orientation should be advocated,and the dimension of supply efficiency should be moderately increased on the basis of ensuring the realization of educational equity;and as for the mode of supply,we should adhere to the mode of “promoting excellence by evaluation”,and dynamically adjust the content of preschool education service supply in rural areas of minority concentrated regions based on the real-time monitoring of service supply performance.Thirdly,the preschool education in rural areas under the leadership of the government will go through four stages in theory,namely,demand exceeds supply,the supply exceeds the demand,the supply “for non-required” and the supply is equal to the demand,among which,the stage in which the supply is equal to the demand means realizing the integration of urban and rural preschool education and the new era goal of running a satisfactory education for the people.According to the results of matching analysis of rural preschool education,in the process of supply of rural preschool education services in minority concentrated regions,we should be alert to the two dilemmas of low-level supply trap of rural preschool education services and the phenomenon of “hollowing out” of school-age children,and pay attention to the implementation of three major optimization measures of efficient supply,effective supply and accurate supply of rural preschool education services.Fourthly,the construction of “One village,One Kindergarten” has greatly promoted the development of preschool education in minority areas of Sichuan Province,provided a new position for the construction of grass-roots party organizations,and effectively improved the overall level of rural culture and civilization.At the same time,the construction of “One village,One Kindergarten” can not only promote the “wide coverage” of preschool education services in rural areas of ethnic minority areas in a short period of time,and achieve the overtaking of the national and provincial average level,but also take into account the training of children's school readiness to a certain extent,which effectively reflects the leading responsibility of the government,innovates the practical content of poverty alleviation through education,conforms to the background of the new era,and achieves the expected goal of policy performance,thus having important reference value for other ethnic areas to promote the supply of rural pre-school education services.Fifth,based on the consideration of educational equity,the implementation of “One village,One Kindergarten” is reasonable.However,in the process of promoting the construction of “One village,One Kindergarten” in the counties of ethnic minority areas in Sichuan Province,because the amount of financial funds invested has far exceeded the optimal scale of local investment,the overall performance of educational financial efficiency is not ideal,showing low efficiency.At the same time,the quality of preschool education services provided by the “One village,One Kindergarten” is mainly reflected in the expression ability,scientific exploration,learning habits and academic achievements,which are the key factors affecting parents' subjective evaluation,failing to effectively meet parents' educational service needs,and having serious problems of service supply and demand dislocation.Therefore,in order to ensure the healthy development of “One village,One Kindergarten”,it is urgent to re-optimize the policy from steadily improving the financial efficiency of education and supporting inclusive private kindergartens.
