China has formulated the "secondary vocational school teachers professional standards (Trial)" in 2013, which has increased the level of professional teachers’ professional development and research. The level of professional teachers’professional development determines the level of vocational education.Teachers’professional development is different from ordinary professional development, and the development of vocational education has its own characteristics. How to understand the particularity of the professional development of the teachers’ professional development and the stage of the professionalization of the teachers in the present stage is the key to achieve the goal of the modern vocational education modernization. This paper analyzes the characteristics of the development of Vocational Teachers’professional development, through the analysis of these characteristics, the main core issues of this study are identified. Teachers’ professional knowledge, teachers’ enterprise training opportunities, the evaluation mechanism of secondary vocational school teachers is unreasonable, etc..Comparing with domestic and foreign teachers’ professional development present situation, it is found that the professional development of secondary vocational school teachers in Ji’nan is low, and the state has increased investment and reform efforts in recent years. This paper makes a questionnaire survey on the professional development of secondary vocational education teachers in Ji’nan, and selects 5 teachers from 200 primary vocational schools to distribute questionnaires. The data were statistically analyzed, and the problems of the professional development of secondary vocational school teachers in Ji’nan city were found more objectively. Through the investigation, we found that there are some problems in the development of teachers’ professional development, such as lack of knowledge, job burnout, teacher evaluation mechanism, training problems and so on. After the discovery of the problem, combined with the domestic and foreign research and the theory of the "double" teachers, the research on the theory of the Ji’nan vocational education teachers’ professional development strategy. Methods from three aspects of teachers’personal, school, education management, the analysis of the existing problems at all levels. In this paper, we have proposed a solution to the proposal and promote each layer should cooperate governance.
