In the social networking environment, with the rapid development of information technology and network technology, informational education has been recognized by everyone and has been promoted with the wide range of applications. Informational education can not be developed without the support of rich digital teaching resources. Nowadays, although the extensive range of libraries for the purpose of teaching resources construction and a variety sites for theme of teaching resources’ construction continue to emerge, universities in China has invested a lot of effort in the construction of digital teaching resources, and has made certain achievements and effect, but it is undeniable, digital teaching resources construction has some prominent problems in Universities.Through Survey, I believe that the final problem of current university system of digital teaching resources construction is organization and management mechanism of digital teaching resources construction is not complete in university and disjointed digital teaching resources construction and teaching process, the key to solving the problem lies in improving related organization and management mechanism, libraries play a guiding role in the digital teaching resources construction and other relevant individuals and departments including teachers, students and academic Affairs play a participatory role. And combine the digital teaching resources construction and teaching process through the appropriate network platform, emphasizing on students’ learning initiative, realizing of online interactive teaching, resource sharing between teachers and students, enabling the sustainable development construction of digital teaching resources.In the social networking environment, E-learning2.0 philosophy advocated active participation of learners to support collaborative learning socialization and learning ubiquitous "ubiquitous learning" thought provides a new way for the construction of digital teaching resources. As one of the three pillars of the university, library’s functions have not limited the second class, it can serve as a "first class", and play educational function, and integrate into the classroom, constructing library education platform based on social networking system to achieve the dynamic development and long-term availability construction of digital teaching resources.In the above context, the author developed the digital teaching resources construction system based on Moodle-"e home", aiming to achieve online interactive teaching, collaborative research and sharing, sustainable development and use of digital teaching resources.Innovation of this paper in the following three aspects:1. The study has integrated library functions and modern educational technology, and play library’s educational function of teaching resources construction in the campus, build a "library set up the stage, teaching sing " mode, so that the library can be integrated into the first classroom.Build the education platform mode of library-led, multi-sectoral cooperation and participation of teachers and students to achieve online interactive teaching, collaborative research, enabling the sustainable development of sharing and construction of digital teaching resources. Resource constructed by system has been well organization, storage and use in library, and greatly enriched the library of digital teaching resources collections, realizating the "win-win" of library and classroom teaching.2. In the platform, under the guidance of E-learning2.0 and social constructivist ideas the paper developed library’s participatory construction of digital teaching resources system based on Moodle-"e home". The system played a good active on user participation, creativity in developing Wiki, database, blog, chat-room and other features, mobilizing the enthusiasm of user participation in the construction of digital resources. In system applications, the system takes the three core courses of information management, such as "Information Resource Management", and the application effect is good.3. In system applications, e home take core course in information management-"Information Resource Management" and other three courses as an example for the empirical research, and provide practical reference value of digital teaching resources construction of the actual work.
