In today’s society, talents with different abilities and levels are urgently needed. China has been committed to reforming the education system especially curriculum reform to satisfy the need. In curriculum reform, the development and implementation of school-based optional courses is one of the hottest topics and receives great attention. It becomes a new and valuable field for teaching research. It is not only a challenge but also a professional-development chance for teachers. Although all levels of education administration departments devote great efforts to urging schools to set up school-based optional courses, there are still some problems. Most schools do it optionally and blindly. Based on the background, this paper studies the development and implementation of school-based optional course Enjoy Fairy Tales which aims at improving students’oral English in No.5 high school in Lanxi, hoping that it can enrich the theory and be a sample for the development of school-based optional courses. The research explores course objectives, principles of curriculum development, textbook contents, students performance assessment, etc.This research adopts literature research method, questionnaire method and interviewing method. I combed through many related books and essays to find out research status of optional courses in high schools at home and abroad and based the optional course Enjoy Fairy Tales on Krashen’s second language acquisition theories and Gardner’s theory of Multiple Intelligence. Before implementation, I chose 230 students at different levels in Grade One and 15 English teachers to complete questionnaires to analyze the possibility and feasibility of carrying out the course. After implementation, I did a survey again to know students and teachers’views on this course.The development and implementation of school-based optional course Enjoy Fairy Tales satisfies the students’need of improving oral English proficiency and raises students’interests in English. Students are more confident and happier in learning English.The development and implementation of Enjoy Fairy Tales in No.5 high school in Lanxi is a an exploration of school-based optional courses. It enriches the theory of school-based optional courses and can be a sample for similar school-based optional courses’ development and implementation.
