Currently, how to deepen and promote the reformation of the Personnel Agent System has become an issue of common concern in many key colleges and universities. Among which, the primary issue shall be how to achieve a smooth transition from the current personnel system into the Personnel Agent System, which target may be achieved by establishing and improving the Personnel Agent System in the key colleges and universities.The Personnel Agent System is a system combined the planning factors, market factors,the traditional management method as well as the modern management method in a public institution.Currently, the Personnel Agent System has been widely adopted by the colleges and universities in Hebei Province and its impact on the personnel system in the colleges and universities has been widely recognized by the faculties.Due to the subjective and objective factors, the enforcement and implementation of the Personnel Agent System would inevitably create some problems, which will constrain the further development and perfection of the System, in which regard, it is necessary to conduct further analysis and research on this subject matter.This thesis takes the Personnel Agent System of the provincial key colleges and universities in Hebei as its research objects, based on the current situation, analyzed the problems, the causes of the problems, as well as the respective corrective methods, which shall be illustrated in this thesis.This thesis employed the methods of documentary, questionnaire survey, contrastive analysis and interview study and etc., and by integrating theory with practice, analyzed the current major problems existed in the Personnel Agent System of the provincial key colleges and universities in Hebei, presented respective conclusions and recommendations.This thesis is divided into five parts.The first part of this thesis presented an introduction to the background, significance and current status of the research; established the theoretical foundation of this thesis; reviewed the development process and the features of the Personnel Agent System in the colleges and universities in China; provided an historical review on the policies carried out, with analysis and study on the contents and features thereof, on the Personnel Agent System in Hebei Province.Through empirical study, the second part of this thesis analyzed and discussed the implementation effect, features, problems as well as the cause of the problems of the Personnel Agent System of the provincial key colleges and universities in Hebei Province.The third part of this thesis, takes Hebei Normal University as an example, through empirical study, questionnaire survey, interview and discussion, collected and analyzed relevant data.The fourth part of this thesis illustrates and makes reference to the oversea colleges and universities’ recruitment system.Based on the theoretical research, policy study and empirical study, the fifth part of this thesis puts forward relevant policies and proposals to the perfection and improvement of Personnel Agent System in the provincial key colleges and universities in Hebei Province.
