Personnel agency system is involved in a market economy under the conditions of the newmode of human resource management. Its essence is the separation of personnel managementand the staff use with a special department to manage the candidate’s human relations without theemployers’ participation, in which employers and administrators are separate. Therefore, itbreaks the original personal attachment relationship with the employers, results in talentscompetition mechanism within the organization, optimizes the structure of human resources,improves work efficiency, and lays the foundation for contract system.With the development of the socialist market economy, the traditional personnelmanagement system has seriously restricted the normal development of colleges and universities.There are such problems as "secure jobs","lifetime jobs","promotion only” in personnelmanagement mechanism in china’s colleges and universities. Such problems seriously restrict thestaff initiative, and the development and improvement of higher education. Therefore, the reformof the personnel agency system is imperative. Under the background of building a harmonioussociety, the mode of the personnel system reform of colleges and universities gradually shiftsfrom the planned economy model to market economic mode. Universities broke the long-term"lifetime employees" management mode, and personnel agency model is introduced. But in theprocess of the introduction of college personnel agency system, there arises all sorts ofdifficulties and problems. But as a result of differences between public institutions andenterprises, how to fully implement the personnel agency system in public institutions, especiallyin the full-publicly-funding institutions will become a problem worthy of being researched.Personnel agency system, as one of the ways of socialization service in personnel management,also produces certain confusion in practice, while improving the vitality and optimizing theteaching staff construction in colleges and universities. As a new type of personnel managementsystem, it has shown certain superiority in the process of implementation, but due to theinfluence of the traditional concept of personnel, the personnel agency system is not fullyaccepted. The staff consider themselves as outsiders, having no sense of security and belonging.Therefore, universities must strengthen the school management and propaganda work, offerspecific and comprehensive interpretation of personnel agency system for teaching staff, so as tomake everybody understand what personnel agency is, as well as the benefits personnel agency system will bring to schools. And universities must also improve staff’s agreement on the workof personnel agency to make them actively plunge into their work. On the other hand, the socialsecurity system and personnel agency system are not perfect. The social security issue of staffworking under personnel agency didn’t get the attention of the relevant departments, andtherefore, it cannot be resolved. Therefore, promoting the personnel agency system is slow-paced.Personnel agency should strictly carry out the relevant laws and regulations of the personnelsystem, and strengthen the consciousness of the humanism-centered service. At the same time, inorder to realize socialization of management for talents in colleges and universities, it isnecessary to constantly strengthen and improve the operational mechanism and to deepen thereform of personnel system in colleges and universities in full swing.The research object of this paper is X College, which is a full-publicly-funding institution.Taking the characteristics of colleges and universities into consideration, this paper reveals thepresent deficiencies and problems of the personnel agency system in colleges and universities onbasis of questionnaire, existing theoretical research and interview. This paper first describes theresearch background and reviews related literature review. With the current research situation athome and abroad, it analyzes the current research results of scholars on college personnel agencysystem, puts forward the research purpose and research significance, and points out the objectivenecessity of the implement of college personnel agency system. Then based on the questionnairedata analysis, this paper expounds the development course and characteristics of personnelagency system, finds out the problems existing in the personnel agency system in colleges anduniversities, and dissects the objective and subjective factors of the causes of the problem.Finally, with practices and observation of many years of personnel work at higher vocationalcollege, the author of this paper tries to put forward some pragmatic, operational methods andcountermeasures, and explores perfect personnel agency system, in hopes of optimizing theallocation of human resources and improving human resource management in colleges anduniversities, in response to existing contradictions and dilemmas of the personnel system incolleges and universities.
