With the accelerating of China’s modernization process in 1970s and 1980s,a mass of rural population pouring into the city, and the number is increasing year by year. Rural migrant workers are indispensable part of our country’s city construction, and the development urbanization and modernization have been promoted with their help. Thus, they deserve the equal treatment in the city, compared with local people. However, owing to the massive number moving in, the unsound relevant system, they are encountered with many problems in different aspects, such as residence, employment, education, medical care. As more and more rural migrant workers moving cities, there comes out a vulnerable group, children living with the rural migrant workers in cities. There is a tendency that more and more rural migrant workers will take their families together to cities, arranging their children to live and study in cities. Nevertheless, supporting power of current policies and social assistance are so weak that children living with the rural migrant workers in cities haven’t got high-quality education with that of local children, and there exists severe school education, social education and family education, calling for social attention.This paper adopts CFPS (China Family Panel Studies) 2012 to analyze the current educating situation of children living with the rural migrant workers in cities, starting from the aspects of study performance, school, family education and mental health. And at the same time, using ordered probit model to analyze the effecting factor to their study performance, concluding that education resources, parenting, and self-expectation on study have apparent effect on their study performance. Thus this conclusion gives base for the latter reason and solution analyzing. Then, in view of the above dilemma, the paper analyze the reason from the aspects of government, non-governmental organization, school, community and family. And the result is that the five aspects above are expected to cooperative in this issue from the angel of public governance, and bearing the value of having equal education. Government take the responsibility of the supervision, and combine the power of the five aspects to solve this problem. Only under this mechanism can children living with the rural migrant workers in cities get effective help.
