Research On The Risk Aversion Of The Only Child Peasant Household

Since the implementation of the family planning policy from 1980s last century, China has accumulated at least 1.5 billion even more than 2 billion the risk of only child family. And the farmers themselves are in a weak position, if only one child, their ability to resist risks will be even weaker, it can be described as the most vulnerable groups in vulnerable groups. The harmony and stability of the only child family in rural areas is related to the vital interests and happiness of the individual, furthermore, it has an effect on harmony and stabilization of the whole society. Therefore, the research on the risk and avoidance of the only child peasant household has strong practical significance, which also reflects to a humanistic social caring.Based on the case of the 1980s birth of the rural one-child family in the range of Lixian,Changde, Hunan Province, this study from the perspective of government responsibility, analyzed and discussed the risks and difficulties faced by the only child farmers and the main responsibility of the government in the risk aversion of the only child, and puts forward the countermeasures and suggestions for the establishment and improvement of the government led to avoid the risk of the only child of the old-age security mechanism. Specifically, this study includes the following aspects of the content:One is the only child farmers risk analysis. This study considered that the injury and loss caused by the only child injury and disability are mainly reflected in two aspects:Parents have no other children to comfort the spirit of the blow, so their mental trauma is difficult to recover, and they have no other children to share the financial burden, while the return on their children’s investment to zero for life. Material life risk, mainly from the aspects of rural one-child parents economic status, child rearing cost rate of return, government support and rural one-child themselves’s economic status to analyze. Life care risk, mainly from the daily care risk and sick care risk to analyze. In the spirit of consolation risk, this study mainly analyzes the risk of normal one-child family’s lackness of spiritual solace and the risk of casualty one-child family’s spirit comfort return to zero.Two is to analyze why the government should take the main responsibility for the risk aversion of the only child peasant household. This study considered that is the objective requirement to change the weak state of the only child, the inherent requirement of the government to bear the negative influence of family planning, and also the essential requirement of constructing the socialist harmonious society.Three is to put forward the countermeasures and suggestions to establish and improve the risk of the pension insurance system to avoid the only child from the government’s point of view, including economic relief mechanism, medical security mechanisms, legal mechanisms and ethical care mechanism, etc.
