The director of primary and secondary school informatization is the important power to push the common development of basic education informatization and promote the deep combination of information technology and school teaching. To promote the specialization development of primary and secondary school director, the indeed requirement of school informatization director abilities is set as the basis and the current status and trend of basic education informatization development in China is combined in this article; Meanwhile, guided by the theory of Three-component Intelligence and Constructivist Learning, by the researching method of literature research, Delphi method, questionnaires and interviews, three professional abilities of primary and secondary school director are proposed: school informatization professional serving ability, information technology application leading and demonstration ability, school informatization construction impetus; Furthermore, three-element abilities structure model of school informatization director is constructed.In order to verify the effectiveness of structure model, the current professional status of primary and secondary school director and the current issues during common work have been deeply researched among 79 primary and secondary schools of Chengdu. Meanwhile, based on the research and constructed three-element abilities structure model, the directors of primary and secondary school informatization in Chengdu are set as examples and upgrading training program of informatization director abilities are designed, including four modules: concept and capability of school informatization, development and plan of school informatization, application and demonstration of school informatization, and training and promotion of school informatization. This program contains 29 topics, 168 hours detailed course content and relative teaching method.
