Research On The Optimization Of Emergency Management Mechanism Of Colleges

Colleges and universities are places full of warmth and tranquility.However,with the continuous advancement of college reforms,unstable factors affecting campus safety are increasing,and various emergencies are increasing year by year,such as: suicide,campus violence,traffic accidents,academic irregularities,campus Fires,etc.Colleges and universities are often pushed to the forefront of risks due to an emergency or improper response to an emergency,and become the focus of social attention.Not only has the normal teaching order been disrupted and students cannot study at ease,it also has a negative impact on society.Therefore,colleges and universities urgently need to strengthen the construction of emergency management capabilities.Based on the "4R" crisis management theory,risk management theory and public governance theory,this paper conducts a questionnaire survey and analysis of the current situation of emergency management in universities in Jiangsu Province,and summarizes the problems existing in the emergency management mechanism of universities in Jiangsu Province,which are mainly expressed in organizational design Unreasonable,insufficient monitoring and early warning and dynamic management,inadequate material guarantee and emergency response,and imperfect restoration and reconstruction and legal support mechanisms.The reasons behind this can be roughly summarized as insufficient management awareness and safety education,incomplete definition of participants and responsibilities,and delayed information communication and psychological intervention.By drawing lessons from and summarizing the experience of emergency management mechanisms in universities in the United States and Japan,combined with the results of this questionnaire,this paper analyzes the current situation of emergency management in universities in Jiangsu Province,from three major aspects: prevention and early warning mechanism,emergency response mechanism and after-treatment mechanism,Puts forward ten suggestions for optimizing the emergency management mechanism of colleges and universities,aiming to provide a certain reference and reference for colleges and universities to strengthen the emergency management mechanism of emergencies..
