| The quality of teachers determines the quality of education. Teacher training is not a simple improvement of degree or ability, but a systematic project which is an important part of a complete teacher management system.The training policy of primary and secondary school teachers is a stable guarantee of improvement in teacher quality;optimization of teachers construction and implementation of the power of human resources country. Teacher training policy is the embodiment of the will in the state of the text carrier, which guide the implementation of teacher training.Since 21 st Century, China’s teacher training policy has been gradually improved,and also the teacher standards. Teacher specialization is the goal of teacher training in China. However, it is not the guiding ideology of teacher training policy.Without the guiding ideology theory,teacher training policy can not ensure the effectiveness of training.The theory of teacher leadership is one of the supporting theory of the development of American teacher training.Although teacher leadership theory development has not reached a mature stage, but it’s guidance teacher training theory in foreign country has achieved remarkable results.This paper introduced teacher leadership theory as the guiding ideology of our teacher training policy. Using the method of literature research and policy analysis to explore the relationship between teacher leadership theory and teacher training.This paper attempts to analysis the characteristic of teacher training policy in the 21 st century during three "Five-Year Plan" period.With the help of teacher leadership theory, it will talk about improving policy of the teacher management system in a micro perspective.By analysing the aim,the method and the stress of teacher training policy,this paper had conclude the points that during the 21 st century three "five years plan",our teacher training policy has been through the stage of beginning,initial and construction building of teacher leadership model.During the "First Five Year" period, China’s teacher training policy is in the embryonic stage of teacher leadership training, which mainly presents the importance of teaching leadership and strengthen the cultivation of teachers’ policy consciousness. During the "Second Five Year" period,our teacher training policy is in the initial stage of teacher leadership training, with formation of the teacher leadership training goal and the system.During the "Third Five Year " period, our teacher training policy is on the stage of teacher leadership training model construction.In view of the problem existing in the teacher training policy, this paper argues that the lack of teacher training policy support of the guiding ideology of the theory;an obscure teacher training target;teacher training mode weight "resource sharing" more than "teacher collaboration" and the lack of corresponding teacher training protection policy. Including all the problem above, this paper have recommended that we should rethinking to promote our teacher management in a micro perspective way.That our teacher training policy should clear the teacher leadership theory as the core concept; building a perfect management system of teachers; modernizing school system reform, creating a democratic and cooperative teachers in an atmosphere of leadership; changing the concept of teacher training, innovating teacher leadership training mechanism. |
