Fertility is an important part of the population in the production process, it is vital significant to scale and structure of population. Human reproductive activities have unique sociality and are different from animals, all kinds of choices in reproductive activity is not naturally occurring behavior, these options will be restricted by objective economic social development and the population’s cycled development. As people’s all aspects of views in the process of the whole human reproductive activities, birth concept’s transformation is affected by the objective conditions, such as economy and society, it leads people to choose in their birth behavior independently at the same time. Population policy is a kind of public policy to regulate the population change, it’s formulation and implementation are both able to guide the choices in individual reproductive activity, also affect the population’s development direction of a country or a region in directly or indirectly way. Our country have a large population in the world, since the founding of our country, the Chinese government pay great attention to the formulation and implementation of the population policy--especially the fertility policy. Chinese government began to advocate the birth control in 1960s, and start to implement a policy called "one-child family planning" in 1980s. A few past decades implementation of population policy to control our country population scale and speed effectively, and population policy is one of the important factors in birth change of our country people.Since Chinese reform and opening up, Chinese economy has increased by leaps and bounds, material and social condition has had the huge change, population environment also began to change. While long-term implementation of family planning policy reducing the absolute number of population in our country, demographic problems such as unbalanced sex ratio at birth and aging have highlighted. Chinese government also adjust the one-child policy, began to open up the second child. In the face of these changes, the change of population birth concept is also more quickly, especially in the reform and opening up after grown up with the generation after 1980s and 1990s groups population changes in attitudes. By 2015, the generation after 1980s and 1990s groups in our country are in the baby boom of 25 to 35 years old of age, as the current child-bearing age groups, and their attitudes change process, change results and change reasons are closely related with the development of the population in our country in the future. They were born and grew up after the reform and opening up, understood the Chinese economic and social development more deeply, and the development of information technology, the spread of culture also further promote the change of the idea about their activities in fertility and pluralism. From the generation after 1980s and 1990s groups in H city of random sampling investigation, the current generation after 1980s and 1990s groups in H city birth concept has been changed, "early, more, men" and other traditional fertility concept gradually be late childbirth of marry at a mature age, eugenics, boys and girls are the same concept of modern fertility. There are a certain degree of differences in gender, age, level of education, income composition, family composition and other transverse factors in H city’s generation after 1980s and 1990s groups.Therefore, current people change of fertility concept is more influenced by family and social environment, the development of family planning and relevant policy change, though still on their fertility concept has the guiding role, but its influence degree decreased significantly.Structure of this paper includes four aspects of content:the first part mainly introduces the concept of fertility transformation of the economic, social and cultural background, policy environment, scholars at home and abroad were analyzed and summarized in this paper to change the present situation, the fertility concept and its influence factors of research results, this paper expounds the concept of fertility transition demographic theory foundation, proposed in this paper, research methods and theoretical logic. The second part mainly from the birth, birth time and interval number, gender preference and longitudinal birth to four aspects this paper expounds the generation after 1980s and 1990s groups in H city attitudes change, obtained their child-bearing viewpoints have been basically completed the transformation from traditional model to modern one. The third part mainly from the population characteristics, the difference of employment and marriage and family status differences in three aspects of lateral analysis the generation after 1980s and 1990s groups in H city attitudes survey, detailed discusses the degree of difference in their fertility conceptual change and possible influencing factors. The fourth part combined with the first two part of the survey results, further summarizes the economic factors, social factors, policy factors, and the main impact of cultural factors on the fertility concept transformation, analyses the influence factors to promote the specific path of birth conceptual change, it is concluded that the change of fertility concept is an organic complex process, whether the macro factors such as national economy policy shift, or the individual’s own microscopic factors such as family, work, and all the people in the process of conceptual change in fertility plays an important role that can not be ignored.
