The rapid development of private higher vocational colleges in Anhui province is of great importance to the economic and social development of Anhui.It is nearly 20 year since they emerged and they has got great progress and achievements through a series of reform and exploration and made great contribution to the transformation and upgrading of Anhui-big province of Agriculture and humen resource. But, because the history of the private higher vocational education is short in China and they lack experience, and many policies are not perfect, school-running level is uneven, there are many problems. Such as:subject single, not having comprehensive strenthen and clear characteristics and vague positioning, backward education concetion,private higher vocational colleges degrade in nonprofit. There exits frofit seeking.The legal status of "private non-enterprise" of private higher vocational colleges and universities is embarassment, and they can not enjoy various preferential policies of the country.There is discrimination to them. In terms of the layout of area, quite a lot of private higher vocational colleges are located in hefei--the capital of Anhui province, and there are few private higher vocational colleges in other cities.Many private higher vocational colleges lack many advanced software and hardware and other equipment. They blindy pursue bigness and completion,they can not keep up with the teaching reform,their talent training mode is not mature, curriculum can not link with social production, they lack planning and standard in enrollment.The registration rate of the new students is very low and the quality of new students is on the decrease.The employment rate is low and the graduates have many difficulties in finding a job. As for funds,the input of government is not enough, there is no compensation mechanism.The funds of private higher vocational colleges is limited. The cost of running school increases every year. So they are in short of funds. It has become a bottleneck restricting the healthy development of private higher vocational colleges.In this article the author elaborated its research backgrund and signifiemce and purpose of topic seeking, frame work of content, research methods and ideas.Then the article elaborated the present situations of the private higher vacational colleges in Anhui provine from five aspects summaried.The achievements and analyed the reasons existing in the private vocational colleges in Anhui. The first. At present, there are no perfect laws and regulation and documents of policy in our country and in Anhui. There is no macro guiding management system. The second. The goverments at all levels did not plan the locations of higher vocational colleges, and the private colleges did not arrange their service area and industries.The third. The funation depantments of the government and the private colleges did not coordinate the relationship among scale,structure,quality and benifit.The fourth.The private higher vocational colleges fell behind in reform and talent trainning mode which takes concept, teaching,teacher and scientific research as the core,put themselves outside the eduational rules.The fifth.the interal reasons coming from the private higher vocational colleges themselves. There is no sound an scientific internal admistering system,then many problems accamulated, and some problems resuted in the serious existing crisis the private higher vocational colleges are facing.
