Comparative Study On The Construction Practice Qualification Management System At Home And Abroad

Since 1998, China has established a new social system of housing supply, and the construction industry has an unprecedented great development. The construction of professional personnel is the fundamental to the development of the construction industry, and the perfect construction practice qualification registration management system is the guarantee for the construction industry’s long-term development.This article compares and analyzes the development present situation of domestic and foreign construction practice qualification registration management, from the registration system, the credit system, the administrative examination and approval system. These three aspects are very important to the construction practice qualification registration management. Furthermore, it researches on the idea of improving the registration management.This paper analyzes some problems in the registration system and the management of registered persons, from the establishment and development of our country’s construction practice qualification registration system. Analysis on the architects registration system in the United Kingdom, the United States and other western countries by reading a large number of research reports. The North American model, the Commonwealth model and the mixed mode are sorted out of the three main modes in foreign registration system. Comparative analysis with the domestic construction practice qualification registration system, respectively from overall implementation model, education and examination system and legislative level. And then, with the example of system reform in Guangdong Province, the specific analysis of how to further improve the construction of China’s construction practice qualification registration system, and discuss its development ideas.By investigating and studying on the construction of credit system in domestic construction industry, some deficiencies are sorted out in the credit system of registration management. And then, comprehensive analysis of the credit system in western developed countries, such as the United States market led model and the European government led model and so on. Making recommendations on the construction of credit system in construction industry which is suitable for our country, based on the comparison between domestic and foreign.In recent years, our country abrogates the real estate agent professional qualification permission, Grade 1 registered Architects qualification of practice, property management qualification of practice and registered planner qualification of practice in the registration and management of the administrative examination and approval system, which involve the construction practice qualification registration management. Then, launching analysis the reform of administrative examination and approval from the aspects of practicing registration, qualification examination, continuing education, enterprise qualifications management and so on, further comparing with the administrative examination and approval system of the United States, Japan and other developed countries, making recommendations on the administrative examination and approval system reform of the registration management.
