Quality education has been one of the key issues that attract widespread social attention in recent years. It consists of different components, among which mental health education in elementary schools receives an important status since elementary school is a period that constitutes a critical stage in children’s mental development. Lianyungang, a city in Jiangsu province which leads the country in education, values quality education seriously and significantly. This paper investigated extensively the current state of elementary-school mental health education in Lianyungang, deeply probed into the issues that emerged in the implementation of this program and proposed solutions on a managerial level, aiming to improve the mental health education in Lianyungang both scientifically and pragmatically and stimulate its development towards a regulated, scientific and sustainable direction.In this paper, based on the analysis of relevant literature combining with previous research work, a questionnaire is designed for investigating the status of primary school education in mental health. By means of questionnaires and interviews, a survey is conducted on 67 primary school administrators and 247 teachers in Lianyungang City, which is expected to obtain a thorough understanding of the condition of mental health education in the urban primary schools from four aspects: management, cognition, teaching staff,and development. The research provides theoretical and empirical support for the mental-health educational system proposed in this paper based on the actual situation in Lianyungang. The conclusions drawn from the study are as follows:(1)The organizational system of the elementary-school mental health education in Lianyungang is problematic. Stronger leadership and better organizational structures need to be in place.(2)There is a lack of general consensus on the importance of mental health education in Lianyungang. It is necessary to make people more open-minded and aware of this issue and highlight the importance of mental health education.(3)There is a shortage of specialists and professional educators in mental health in Lianyungang. More emphasis and investment are called for in this regard.(4)The content and form of the activities related to the mental health education in Lianyungang are lacking in diversity and therefore require richness and innovation.(5)Indigenous research characteristic of the educational landscape of Lianyungang needs to be explored and carried out further and deeper.
