It is an important measure to guarantee and promote the quality of education worldwide by carrying out the national systematic monitoring quality, which aimed at providing information for making education policies. After nine-years’of regional pilot monitoring, China has officially started the national monitoring quality of compulsory education since 2015. Though the preschool education monitoring quality is a new thing, it has already been implemented in some areas and proved highly effective. This research, started with the formational background of the preschool education monitoring quality and focused on eight early childhood assessment programs which belonged to the worldwide monitoring quality system or embodied the systematic way of thinking intensively. Based on that, the research developed two ways of comparisons, the diachronic comparison and the synchronic comparison, which respectively carried forward the research in a longitudinally and breadthwise way.The research showed that the formation of preschool education monitoring quality worldwide was set in several backgrounds, including the preschool education quality movements in developed countries, the fully played monitoring function in preschool education by various countries’government, the faultiness of the former preschool education assessment and safeguard mechanism in various countries and the long-term exploration and the research advance in preschool education monitoring quality. The general situation and the tendency of the preschool education monitoring quality are reflected in following aspects. The preschool education monitoring has been carried out increasingly. Various countries are making the continuous efforts to improve the monitoring methods and process. The content of monitoring generally includes three aspects:the service assessment, teachers’assessment and children’s assessment. And the monitoring results open to the public. Under the background, the idea of early childhood education assessment has been changed in various countries. In addition, it embodies the systematic implement ways, like the assessment system theoretical model proposed by America.The purpose of early childhood assessment program is focus on promoting children’s development and driving the policy-making. The assessment contents are diversification which can be divided into two kinds, the result-oriented content that are represented by the United Kingdom and America and the ability-oriented that are represented by Europe and Australia. The main assessment tools are the observing evaluation scale and the narrative evaluation. The subject of assessment participates in multiple dimensions and negotiates jointly. The data of assessment is fully transparent. During the period of constructing the framework about the preschool education monitoring quality in our nation, we should intensify the assessment purpose that using the accountability to accelerate the promotion and perfect the content which is both scientific and reasonable and rich in cultural characteristics. And we should build the assessment tool system that combines with quality and quantity assessment methods and promote the systematic construction of early childhood assessment.
