With the popularization of compulsory education,international organizations and governments pay high attention to the quality of education,especially the quality of elementary education.Quality monitoring of elementary education is underway around the world,such as the famous Program of International Student Assessment(PISA),Trends in International Mathematics and Science Study(TIMSS)and National Assessment of Educational Progress(NAEP)in America.The national quality monitoring of elementary education in England has put into effect since 1991 and has a history of more than 20 years.In the implementation,the government reform and improve it and finaly form a relatively stable monitoring system which is the combination of National Curriculum tests and assessment by teachers.This paper uses the Document Analysis Method,analyzing the profile of quality monitoring of elementary education in England systematically;studies the implementation process of it with a case study of key stage 2,obtaining its general implementation process and analyzes the characteristics of its implementation;uses the Bloom's taxonomy of education objective to make quantitative analysis of monitoring tool between 2009-2012,make quantitative analysis and analyze the scoring rules.Through the research,this paper summarizes the quality monitoring of elementary education of science in Egland has following characteristics:establish a fair mechanism which will be used throughout the monitoring process;set up an independent external evaluation agency;use elastic evaluation target,and also give consideration to different levels of students;combine multiple evaluation methods,evaluation content are diversity;examination questions are comprehensive and situational;the evaluation results attaches great importance to the diagnosis and development capabilities.At present,the quality monitoring of elementary education of in China is still in the stage of development.To establish a system which is suitable to China's domestic features and with Chinese characteristics,the quality monitoring of elementary education of science in Egland provides the following enlightenment:strengthen the monitoring of science;establish the unified national quality monitoring framework of science and monitoring standards which is based on curriculum standards;develop effective monitoring tools of science;expand the way of evaluation;attach more importance to the use of evaluation results.
