since 1999, with the continuous increase of the enrolment scale and the registered students, people focus more and more on the teaching quality of universities along with the excitement of higher teaching popularized. Then how to ensure and improve teaching quality is an important realistic issue to the university. To an organization, quality firstly is a concept of management. Therefore, emphasizing on teaching quality will naturally lead to the emphasis on teaching management, to be specific, the target of teaching management, the subject, the content and the result. Practically speaking, emphasis refers to supervision and influence. It is an outside controlling. Correspondingly, in recent years, many universities and colleges have done reform works, there is a new direction. That is under the guidance of the concept of perfection teaching quality and assessment, using modern information technology to enlarge teaching quality monitoring range and increase its momentum, and at the same time to enhance its scientism, democracy and actual effect.In specific operation, the content of teaching quality monitoring has a cause-and-effect relationship with its concept and teaching activities. The assessment on the teaching quality and its process is the theoretical premise of teaching quality monitoring. Because teaching activities are the unity of many related factors, teaching quality and its process has a certain form of information, which can be observed, measured and improved effectively through controlling the relations of factors. The teaching quality monitoring system carries such features as theory, purpose, subject, system and coordination. Web technology has an incomparable advantage in date collecting, processing and information transmission of quality control. The effective combination of web technology and quality monitoring theory contributes to the whole improvement of teaching quality. The teaching quality in universities and its process is a complicated system. The application of the web technology in quality monitoring does not mean absolute improvement in teaching quality and activities. It means the monitoring system based on web will be gradually improved and perfected with the increase of the quality demand.In this thesis, I try to seek for a basic line of thought and way to an overall quality monitoring system through systematic analysis and summarization of teaching quality monitoring theory, and put forward a framework of webified teaching quality monitoring system.The thesis includes the following five parts: The first part starts with the discussion of the teaching quality in the university, emphasizing on the elements and it briefly narrates the basic condition of the quality monitoring. The second part presents the basic meanings of the teaching quality monitoring and the necessity of the establishment. It clarifies from the macroscopic view the practice contents and requirement of the monitoring system. The third part takes an example of Shaanxi Normal University, analyzes the problems that exist in the internal teaching quality monitoring system. The fourth part mainly involves with the theoretical foundation and its operating system of the quality monitoring. The last part states from the adaptability to put forward several issues which need further research.The basic conclusion of the research: The correct view on the teaching quality is the premise of the carry-out. Perfecting the teaching quality monitoring system is the important guarantee of improving teaching quality. This system is the unity of interaction and democracy, the unity of apriority, process and result. It is also the unity of publicity of quality monitoring and all member participation, the unity of the macro-direction and micro-practice in quality insurance. Its cyberization helps to realize quality monitoring in a timely, dynamic, hologramic way.
