In order to help people with visual disability, China has spent big in building special pathway to make a convenient transport environment. However, most of the special pathways are always occupied by other things and became useless, or even dangerous for those with visual impairment. Computer software called’Street View’ is employed in this paper to observe 184 roads in Jinan city, and with this tool first hand empirical data is collected. And the data collected is analyzed by SPSS and ArcGis which is usually used in geography. The main findings of the research are:the special pathways on the 179 of the 184 roads are occupied by obstacles. Because of the variation of the distances and factions and allocations, different patterns of occupying appeared in different areas. The distribution density of all of the roads are varies, and the obstacles on the special pathways show a local intensive feature. Vehicles take up 83.5% of all the obstacles on the pathways, the other kinds of obstruction are also occupied the pathways and making visual disabled person inconvenient. The characteristics of the distribution of obstructions are:a), the density of the central zones is higher than marginal areas; b). most of obstacles exist in commercial blocks, accounts for 62.3% of all the obstructions; and c). around some factional areas such as the blocks where government buildings and commercial facilities concentrate, the obstacles are intensively dense. The process of people occupying the core spatial resources is actually the process that the people from main stream push visual disabled persons to the marginal position of the society. This paper finds that the discourse of the developmentalism dominates and colonizes people’s mind and makes them conduct exclusive behaviors.
