Research Of University Governance Structure Based On Stakeholders Theory

Universities especially the public universities are the major bases for creating talents, science and technology innovation, and social services. They play a very important role in the process of enhancing human capital accumulation and international competitiveness. Under the background of modern university system construction, from governments, universities, social dimension of to reform university governance structure is the key to further promote the steady development of our university. In our country, public universities are held by the government-funded, which is a quasi-public goods. As a non-profit organization, university has no shareholders in strict sense, an individual or a group can’t independently control over the university, it is a typical stakeholder organization, needs the governance of all stakeholders. This paper will take the stakeholder theory for its theoretical basis, via literature analysis, comparative analysis and other research methods, and then combined with the current status of the governance structure of public universities, find out the differences through Comparative analysis between current structure of university governance and stakeholder university governance structure, then analyze the universal problems of public universities, and put forward countermeasures of constructing and improving public university governance structure. This paper consists of five parts:The first part is theoretical basis, mainly about the concept discrimination of stakeholder theory, through analyze the main research results of stakeholder theory, and then establish the theoretical research model for this paper.The second part discusses the evolution of university governance structure mainly uses historical analysis, analyze the Concept of Management and Governance, and then summarize the connotation of public universities and the main features of the governance structure, propose the concept of the university governance structure.University governance structure is an integrated system, which guide by universities public value, include internal and external stakeholders governance arrangements,participation in decision-making mechanism, integrated system cooperation mechanisms and relationship framework.The third part will use “Properties analysis” of stakeholder theory Model define China ’s public university stakeholders and analyze its priority, find out that government,administrators, teachers, students of public universities are the key stakeholders(deterministic stakeholders), companies, alumni, communities are important stakeholders(expectant stakeholders), and outlines the structure of university governance under the stakeholder perspective.The fourth part will use literature research and case studies analyze the governance structure of the public universities, and then comparative analysis governance structure of public universities and the university governance structure under the stakeholder perspective, to find out inconsistency between the two, then combined with relevant existing research, propose the common problems of the public universities governance structure exist.The fifth part is to solve the problems, combined with the reform direction and characteristics of public universities, explore the university governance Structure that adapt to our public universities.
