With the rapid development of economy and society,China's administrative management mode gradually began to transform.Limited to the traditional concept and management system,the public high schools' management methods can not adapt to the current educational environment.The practice of market economy and the highlighting role of education make the public high school and the outside closely linked;the diversification of value demands public high school form multiple stakeholders.“National Long-term Education Reform and Development Plan(2010-2020)” demands " the construction of modern school system should be in accordance with the law,independent management,democratic supervision,social participation”,and the core issue of modern school system is to establish and improve school governance structure.Conducting a research on how to build the public high school governance structure to coordinate and balance the stakeholder value for the purpose,is an important theoretical and practical value.Firstly,this paper analyzed the motivation of stakeholders which participate in the governance of public high school from the aspects of modern management idea,social progress and economic development,as well as the transformation of high school education's orientation and the training mode of talents,summarized the basic connotation of stakeholder theory and then classified the stakeholders of public high school into four categories according to the degree of closeness to the school: core stakeholders,key stakeholders,general stakeholders and marginal stakeholders,providing a theoretical basis for the construction of governance structure of high school.Secondly,choose A high school as the research object,with the help of the interview method,observation and other research methods,to investigate and describe the basic situation of A high school,the status of stakeholder's participation in school governance and the status of internal and external school governance structure,and explore the problems in the current school governance of A high school.Through the research,we found that the problems in the external governance structure of the school are mainly expressed in: the government control the school too much in details and the participation degree of the social main-body is not sufficient;the problems in the internal governance structure of the school are mainly expressed in: the division of the functions between the decision-making bodies and the executive organizations is unreasonable,the expanding of principal's power,the internal supervision mechanism is imperfect,the lack of feedback and communication mechanisms.Finally,this paper puts forward the main countermeasures that public high school in our country should build and improve the governance structure : reconstruct the government relationship with the school in order to build the school's external governance structure,make the linkage mechanism of the social main body participating with efficient interaction;in terms of schools internal governance structure,improve the decision-making body of the school,actuators and supervision mechanism,and build incentive mechanism and the information disclosure mechanism of governance structure in public high schools.
