With the implementation of the quality education student plays more and more important role. However, the main purpose of the homework of elementary school is to consolidate and expand, which is unable to realize "learn first ".This paper take math as an example to make a series study of the primary school high section homework which aimed at improving math teachers’consciousness and the ability of design, promoting the teaching quality and improve the autonomy of student.According to the domestic and foreign research, draw lessons from "student based" theory,constructivism theory and "the zone of proximal development" theory, this paper expounds the concept of preset homework, the primary school high section mathematics and the preset homework design of the primary school high section mathematics. Preset homework is the work which is designed by teachers before class seriously, to guide student to "learn first". The preset homework design of the primary school high section mathematics is designed based on the characteristics of senior students in primary school homework.In the study, through the way of questionnaire survey and interview to analyze the preset homework design of the primary school high section mathematics. The questionnaire is designed for math teachers and students from grade 3 to 6. The interview is for the teachers. The data about survey shows that there are several questions in the design of preliminary homework:value orientation is not accurate, preliminary homework is overload or too little, preliminary homework is too hard or too easy, teacher-centered, content is boring and simple, lack of evaluation.The thesis says there are many elements lead to the problems existed in the preset homework. Such as:the connotation of the cognitive is incorrect, the sense of the preliminary homework is conservative, teachers play the main role, the lack of teachers’accomplishment, evaluation is "free" from the teaching evaluation system. It is "suit the remedy to the case" to find the crux of the problem and it is benefit to study the strategy on preliminary homework.This paper also puts forward some strategies and methods through the existence of problem:clear connotation grasp the nature of preliminary homework correctly, clear the requirements to make the preliminary homework "a moment to follow", establish the concept of "student-centered" improve teachers’ own literacy, inclusion the evaluation of the preliminary homework in the design of the mathematics teaching evaluation system and so on.
