Educational equity is the basis of social justice, and it is also an important lever in building a harmonious society and maintaining social stability. The basic requirement of Educational equity is that all members of society can share the resources of public education at all levels freely and equitably. The basic contents of Educational equity include: the fairness in the starting point of education, the fairness in the process of education, and the fairness in the outcomes of education. The concept of educational equity is relative, dynamic and historical, and it is also a topic of enduring. From ancient times, it reflects public concerns and expectations of fairness, which is reasonable demands of history and reality. College entrance examination is the most closely linked point of high school and university and it is also the starting point of higher education. College entrance examination reform assumes the dual responsibility of choosing qualified talents for the college and guiding the healthy development of basic education. but also to solve the equity issues of the difference in accepting higher education between different regions, sectors, urban and rural areas.As our important selection and evaluation system, college entrance examination has been playing the role a baton, and it affects the whole development within China’s education system, especially higher education system. As an important way in entrancing higher education, the college entrance examination plays a pivotal role at the fairness in the starting point of education. Popularization of Higher Education brings the opportunity of increasing enrollment, which provides a realistic basis for education equity. But the expansion of higher education is not equal to educational equity, in contrast, it highlights the fairness of higher education.In this paper, the writer has taken the popularization of higher education as the background, and find out the realistic positioning request of the popularization of higher education to educational equity under the guidance of the corresponding theory. On re-examining the existing college entrance examination reform measures, the writer find out the existing mining lack of internal measures and comes out of the corresponding reform measures, such as “Examination content focuses on the integrated nature: the introduction of classification test”, “test-oriented diversified forms: the introduction of comprehensive evaluation”, “focus on college admission autonomy: the introduction of pluralism admitted”, “test program focusing on the openness: to achieve transparent procedures”, expecting to have an inspiration to the deals of college entrance examination reform.
