This paper aims to realize a digital campus, according to the actual needs of colleges and universities, and focuses on the application of digital campus system design based on the Petri Net work-flow model. It analyses the modeling method based on Petri Net, and constructs the work-flow model based on the Petri Net, as well as verifies the accuracy of the model. This paper sets the university official files approval as an example, designing the work-flow model based on the Petri Net, analyzing its attainability, appropriateness, and security. Meanwhile, it describes the systematical form making and process configuration method. It realizes the connection between form application and digital campus system. Finally it applies the system to the purchase of the assets of a university, in which the practicability of the system is demonstrated by Petri Net modeling and simulation analysis.This system is mainly used for the campus office and the process management of teaching and scientific research affairs. On digital campus unified platform, it can quickly implement process, setting forms, and adding attachments. It can solve problems of low efficiency, unofficial or inadequate monitoring by traditional manual way. It ensures all activities moving smoothly, and promote the information construction, and quickens the pace of modern management of colleges and universities.
