The State Council executive meeting decided to ask all the new graduate students for tuition since the fall of 2014. This graduate student fee system aims to improve graduate education input mechanism and the quality of graduate education, create a more fair and impartial study environment. The influence of this policy is self-evident. In addition, the non-orientation of master graduate students in school has reached 1.47 million people. The graduates have reached 430 thousand, and this number still keeps increasing. Master graduate students have emerged questions in 2009. The problem included employment kept declining, uneven and so on. Nowadays, with the increasing number of graduate students, the non-orientation of graduate employment problems is become more and more prominent. After the graduate student fee system has implemented, the non-orientation of master graduate students’inputs also increased, accompanying with the high career aspirations. Competed working environment and the high career expectation will inevitably lead to the more difficult employment.In this paper, we study the changes of the non-orientation of master graduate students’career expectations after implementing the new fee system. This paper used the self-made questionnaire after study scholar research results. The career aspirations divide into extrinsic value, intrinsic value and emotion. And the comparative analysis of graduates is from three aspects-personal characteristics, human capital, and social capital. The study found that the non-orientation of master graduate students tends to remain stable after the graduate student fee system reform. Their expectations of economic compensation did not change significantly. And different non-orientation of master graduate students has different career expectations. Finally, this paper further improved the graduate student fee system. And at the angle of college and non-orientation of master graduate students, we give some suggestion to help these students to build the right occupational values, and be helpful to their employment.
