| As China market economy continues to develop, the relationship between government, society and universities increasingly tend to equality and cooperation. The university management model which is leaded by administrative power has been unable to meet their own requirements and the development of public demands. In the background of promoting national governance systems and governance modernization, changing the traditional concept of university management and building the management system of college education has become an urgent problem to be solved. University governance is more focused on maximizing the public interest, it advocates the interests of the various colleges and universities to achieve the needs of stakeholders through consultation and cooperation, balancing the power configuration of university, coordinating the relationship of external university. It replaced the rank and power from the management philosophy, and made up the defects of management model. It opens a new chapter that multiple subjects to participate.The author has collected the data about foreign universities governance, and arranged the data about reform and development of university management model in our country. We discovered the advanced experience of governance model and the defects of management process in our country. On the one hand, administrative interference from government is excessive. And the university did not have the school autonomy. It is important to achieve government administration and social evaluation for improving the environment of university governance. On the other hand, administrative power and academic power are imbalance. Students lack rights to participate in school affairs. Therefore, building the university governance system is setting up a range of institution to achieve the balance of interests in stakeholders. Its meaning are:(1) Government, university and society should change the concept.(2) Improving the institutional mechanisms of various stakeholders involved in governance, legislation to protect the parties to achieve power.(3) Improve learning by professors and students to participate in governance mechanisms, internal balanced distribution of power.(4) Improving the social evaluation system to encourage public supervision of University Governance. From "management" to "governance", though it is one word to change, it is a profound transformation of university management model, configuration and change the behavior of various stakeholders in the way power is more scientific in University governance, democratic new beginning. |
