Higher Education Management should respect the diversity of the subjects of education, the goal of education should not only meet the interests of national development, but also to ensure the legitimate rights and interests both of the education founders and the educatees, i. e., the interests of diversity education. In the current market economy, the citizens as the "consumers" of the education want to know the situation of education and the education founders or educators have also a greater responsibility to report on their social behavior. Therefore, the diversity interests of the subjects of education demand that the modern research university management system must meet their requirements of diverse interests. And then, the setting system must be the principal expression of interest and be able to meet "harmoniously". As a result, it is the great challenges for the university management and decision-makers how to express the interests of the subject education and satisfaction to.The connotations of the modern university system include the autonomous, self-government, services, opening up, and so on. The university system of the service is derived from the autonomous and self-government. University is the cradle to train and shape people. Both teachers (to teach) and students (educated) live in a place to explore knowledge. University belongs to the whole society and it should and must provide the community with a valuable service that is the transmission of high-quality talent to the society. Therefore, from the university system, its first and foremost subjects of services are directly the students. It must ensure that students in the university can really become useful persons. This requires not only schools to provide students with adequate knowledge, but also to ensure that students learn from things required for a variety of requirements at school during the physical, psychological growth and development. The traditional saying is to ensure that students learn not only knowledge but also learn to behave. The education and management of students at universities are always the top priority, which is also difficult. Therefore, it is necessary to explore and practice of management students in the new era of innovation and new thinking patterns.The concepts and methods of "governance" began in the field of public administration has an important reference role for the reform of the higher education management. In this paper, from the point of view of multi-governance, a variety of external and internal interests involved in the management of university students are discussed which are useful to help the understand and master of internal rule for the management of students. And also, it helps to achieve the changes of management for university students. In this paper, the origin and development both China's "College" and "Middle Ages University" at the West are researched comparatively. And, it is introduced in detail the "College" student management model at Xi'an Jiaotong University. From the research of multi- governance, the innovative student management models and operational mechanisms of research university are summed up.
