Study On The Implementation Effect Of The Grassroots Employment Policy For Higher Vocational Graduates

This paper takes the results of the implementation of the relevant laws,regulations and policy documents on promoting the grassroots employment of graduates from higher vocational colleges in Guangxi as the research content.According to the data of the implementation effect of the grassroots employment policy for higher vocational graduates in Guangxi G College.This paper uses the standard of the combination of fact and value.Based on the theory of public policy evaluation and the method of public policy evaluation,this paper evaluates the implementation effect of the grassroots employment policy for higher vocational graduates in Guangxi G College.Through the research of this paper,the implementation of the grassroots employment policy for higher vocational graduates in Guangxi G College has achieved some practical results.The main positive effects are that the various policy goals have been implemented to varying degrees,and some policy goals have reflected social equity and fairness.But some of the policy goals have not been achieved.This paper tries to find out the reasons of policy deviation from the influence factors of policy implementation,such as the reason of the policy itself is that the policy-making is too scattered and the policy-making is not targeted,the main reason of policy implementation is that the surface implementation of the grassroots employment policy in higher vocational colleges and the imperfect training system of the executive personnel,the reasons for the policy target group is that a gap between the supply of vocational college graduates and the demand of grass-roots units and the lack of the grassroots employment capacity of higher vocational graduates,the reason for the policy implementation environment is that the development of Guangxi employment grass-roots units is relatively backward and higher vocational graduates are still not equally employed.Inthe end some suggestions are proposed to improve the implementation effect of grassroots employment policy for higher vocational graduates,such as we will improve the formulation of employment policies at grassroots employment policy,to strengthen the foundations for the implementation of grassroots employment policy,to improve the ability of grassroots employment of higher vocational graduates,and optimize the environment for policy implementation.It is hoped that these suggestions will provide policy makers with some theoretical and practical lessons.
