The reasonable and efficient allocation of educational resources is the foundation of education enterprise's long-term healthy development.At present,in the process of the supply of educational services,the government is still the main body of educational resources allocation,single governmental education mode,and the educational resources allocation without market mechanism,resulting in a lot of disadvantages.Educational services are whether produced directly or served indirectly by government,the ultimate goal is to meet the needs of diverse and high-quality education service.The government should release the bondage of education,and give the inefficient or unable educational services to the market to configure.In September 2013,the policy on the guidance of the government's purchasing of services from social power published,providing a good breakthrough of the reform of education.Therefore,consider the government's purchasing of public services as the analysis perspective,build perfect government's purchasing mechanism,transform the mode of government's educational responsibility,give full play to the market's decisive function in the allocation,promote the process of market-oriented reform of educational resources allocation in our country.This research set out from Milton Friedman's ideas of educational certificates for the theory,used the literature method and interview method,analyzed the problems in educational resources allocation in China,solved problems with practical advantages of the government's purchasing of educational services,explore the road of the government's purchasing of educational resources.This research is divided into five chapters: the first chapter,the relevant concepts definition and theoretical basis.From the theory of public product theory and the theory of educational voucher,which provides the theoretical foundation for the reform of educational resources allocation.The second chapter,clarified the problems of main body,impulsion,mode of decision-making and object of the internal structure of current educational resources allocation.The third chapter,introduced the background and contents of the current policy of government's purchasing of public services in the reform of educational resources allocation,analyzed the characteristics of the policy,interpreted the meaning of the policy.The fourth chapter,from the perspective of government's purchasing of public educational services,combining with the practical experiences at home and abroad,clarified practical advantages: such as,diverse ways to promote educational services supply diversification,independent promotes the fairness of the purchasing of educational service,competitive enhances the service quality and standard evaluation specifies the mechanism of the purchasing of educational services,and analyzed the necessity of the market-oriented reform of educational resources allocation.The fifth chapter,from the two aspects of setting up rational agencies and formulating scientific system to perfect the government's purchasing of educational service Tizhi,then from the three aspects of level,form and function to form the efficient government's purchasing of educational services mechanism;therefore,take the way of the market-oriented reform of educational resources allocation from the government's holding to the government's purchasing of educational services.
