Teachers’ professional standards are the basic requirements of the qualified middle and primary school teachers, the basic norms of the educational activities of middle and primary school teachers, the basic standards of the professional development of the teachers and the important gist for those teachers’ educating, accessing, training and checking etc.. To some extent, there will be no ensurence for the quality of basic education if there is no teachers’ professional standards, and people can even say that it’s, an important criterion to measure the quality of one country’s basic education. So since 1980 s, many countries have noticed the great influence of teachers’ professional standards on improving the professional development of teachers and enacted many kinds of policies, and there is no doubt that America has always gone ahead. In America, it not only has teachers’ professional standards at the level of country or the level of every state, but also has professional standards for teachers from different subjects and at different stages of teaching, such as primary school, middle school and high school edit.. To improve the evaluation of educational institutions’ training plans and the professional level of teachers, the NCATE has always been working on drawing up some admissive criteria, which can be used in the whole United States, and it enacted the "American Elementary School Teacher Professional Standards" in 2008. In the wave of the basic education reform, China has gradually realized that this move has great influence on the construction of our teachers team in the basic education field, and Chinese government launched the trying manuscript of primary school teachers’ professional standards in January 2012. In this paper, the author, using textual analysis, comparative approach and some other methods, try to expose the similarities and differences between Chinese and American primary school teachers’ professional standards to offer some enlightenments on improving the professional standards of our country’s primary school teachers.This paper is divided into six parts.The first chapter is the introduction part, the cause and significance of research topics are introduced in this chapter, and then the core concepts of the present study are defined, and the relevant literatures are reviewed; then the objectives and contents of this paper are introduced. Finally, It introduces the ideas and research methods of this paper.In the second chapter, the professional standards of teachers’ comparing dimensional are discussed and the theories of dividing these dimensions are established.In the third and fourth chapters, from the four aspects: the professional standards’ background, development, theoretical foundation and basic contents, the professional standards of Sino-US primary school teachers are analyzed.In the fifth chapter, to expose the similarities and differences between China and American primary school teachers’ professional standards, from the four aspects of background, the development of four main, basic concepts, the basic content, the Sino-US elementary school teachers’ professional criteria are compared.In the sixth chapter, based on the comparative analysis in the last chapter, the author gets some enlightens, and provides some reasonable suggestions for the revision and improvement of our primary school teachers’ professional standards.
