Nowadays,the development of world integration and globalization promotes the rapid development of countries,and the quality of education has always been a top priority for all countries.The specialization of teachers is the key to the quality of education,and the specialization of teachers has become the goal of the world's efforts to achieve,because of this urgent need,countries have promulgated professional standards for teachers.he standard is an important measuring tool for the quality of national basic education.The professional standard of teachers is the basic professional requirements of the state for qualified primary and secondary school teachers and the basic standard for primary and secondary school teachers to carry out educational and teaching activities.Is the primary and secondary school teacher training,access,training,assessment and other work of the important basis,through the establishment of standards to promote the professional development of teachers in the world has gained consensus.China and Russia are influenced by many aspects of the former Soviet Union in terms of educational system,educational structure,teaching methods and educational ideas.In Russia,the Teachers' Professional Standards were issued in 2013,while the Teachers' Professional Standards for primary and secondary schools in China were issued in 2012.In the time of promulgation of professional standards for teachers,the two countries are very close,Russian teacher education is its top priority development area,so the comparison between China and Russia will help our country to better improve and formulate new professional standards for primary and secondary school teachers.The main contents of this paper are as follows: the first chapter is the introduction,including the reasons,significance,purpose,definition of core concepts,research summary and research methods;the second chapter is the theoretical basis and international experience of teachers' professional standards,the theoretical basis of teachers' professional standards and the international trend and practice of teachers' professional specialization;the third chapter is the formulation and implementation of teachers' professional standards in primary and secondary schools in Russia.and the contents of the professional standards for primary and secondary school teachers in Russia and the professional standards for primary and secondary school teachers in Russia.Chapter Four: The establishment and implementation of professional standards for primary and secondary school teachers in China,the background,concept and significance of professional standards for primary and secondary school teachers in China are refined,and the text content and implementation of professional standards for primary and secondary school teachers in China are discussed.
