With the advance of educational informationization, as a key part of classroom teaching and learning, classroom teaching and learning assessment’s reform and innovation become more and more important. Process assessment of classroom teaching and learning comes into being under this background. But the domestic and fore research of process assessment mainly focuses on theory, rarely related to the specific application.To promote the modernization of education and curriculum reform, Xuzhou Education Bureau launches the "learning and speak plan" in the city and preliminary designs the approach of using random observing into classroom teaching and learning assessment. Obtained some effect in actual use, there also exist some problems of the scientificity and efficiency of assessment index, period selection and class patrol’s conclusion. This article will focus on "intelligent observing and assessment" system and carry out the corresponding research from the perspective of process assessment. Through the research of three traditional mature assessment systems and Xuzhou primary and secondary schools’information technology observing index list, we summarize the detailed assessment index. Then we code and analyze 20 normal teaching videos of Xuzhou Science and Technology Experimental Primary School by Tally System, and ultimately build a complete observing and assessment index system. At the same time, based on classroom observation, we analyze and determine the process assessment method. According to the observing and assessment index system and process assessment method, we design an intelligent observing and assessment system based on mobile systems and complete data analysis methods.Finally, we apply the intelligent observing and assessment system into normal teaching and learning in classroom and analyze data of two teachers’24 lessons according to observing and assessment index and method. In order to verify the rationality and validity of this process assessment method, we compare the results of S-T analysis and the intelligent observing and assessment system. This study provides a reference research and application process evaluation provides a theoretical and practical significance.
