| In recent years, education informatization develops fast constantly and our country promotes the combination of information technology and education actively. The education informatization contributes to education innovation and change. Though high attention has been paid to rural basic education informatization, which leads to a significant improvement on informatization teaching environment, teachers’ ability of applying information technology and their training of information technology skills in rural schools, there are still many problems.The study introduces ‘The Primary and Secondary School Teachers’ Information Technology Application Ability Standard(trial)(2014)’(hereinafter referred to as ‘the ability standard ’) as the basis for knowing the present situation of teachers’ information technology application ability in rural schools and elects the rural primary school teachers in Jinzhou as research object. It employs interview and questionnaire as approach and Raise problems-analyze problems-solve problems as its research idea. First, it investigates and analyzes the current situation of rural school teachers’ application on information technology from five dimensions: the technology literacy, planning and preparation, organization and management, assessment and diagnosis, learning and development. The study shows that the rural school teachers have a low level in proficiently using information technology, a limited ability in integrating information technology and courses, a low activity in applying information technology to communicate, a poor skill of evaluation and diagnosis and a lack of motivation in learning and developing information technology. The study analyzes the problems from the primary teachers’ education, education training situation, the rural schools’ condition and the government. A series of strategies are put forward based the study. This study intends to offer some ideas and suggestions for the rural school teachers in improving their learning and application of information technology.Rural area is the emphasis and difficulty in the process of educational informatization. As the main practitioners, primary school teachers’ ability of information technology application determines the level of schools’ educational informatization in rural primary schools directly.
