Establish perfect the referee training mechanism is the guarantee of sports referee professional development and the game proceeding successful, but the cultivation of the Beijing life-saving referees has not established the norm system at present stage, the situation of its referee training and examination also exist some problems, therefore, this study treat the present situation of life-saving referees troops’ present situation and the situation of lifesaving referees training and examination in Beijing as respondent, and on this basis, the preliminary establishment the cultivation of the targeted mechanism that coincide with the status quo of BeijingThis research mainly adopts the methods of questionnaire investigation and expert interview method, obtain the following results1、Beijing life referee troop existences such problems, grade and gender distribution is not reasonable, the selection of pathways of referees is singularity, absence the ability of using English and lack of professional training.2、The present condition of Beijing life-saving referees’training and examination is like this, training form is abundant, but the examination is not comprehensive and scientific; lack of formal training system; training content is reasonable, but there is no curriculum system and the learning contents for the referees which have different levels; Propaganda is insufficient, lack of competition; lack of appraisal system, there is no reasonable promotion system is established3、To solve above problems, this research carried on the thorough research, Suggestions from the following several aspects to establish Beijing lifesaving referee training system:a、Proposed establish the lifesaving referee committee of Beijing, as the life-saving referees training department and the leader of establish the relevant system.b、Establish a bottom-up life-saving referees training and assessment system, use different training and assessment methods to different levels of lifesaving referees, to adapt the professional development needs of different level.c、Hire high level life-saving referees which from our country or from other country as teachers of survival training, enhance the professional ability of Beijing life-saving referees in this way, at the same time, choose excellent rescue the referees and excellent survivor to participate in all kinds of life events abroad, strengthen international exchanges and cooperation.d、Strengthen and improve the high-grade life-saving referee training access system and suggest to limiting the qualified personnel when the life-saving referees’level above the first degreee、Expanding propaganda, increasing competition, it is suggested that we can start with improve the importance of life in the public’minds, make the public awareness that to master life knowledge and skills is a guarantee of his own life, organization survival knowledge lecture hall, develop life-saving sports enthusiasts, promote lifesaving movement, and increase the survival game, finally promote the professional development of life-saving referees.
