Public Management Perspective With Multi-ethnic Region Comparative Study On Living Mode

Our country is a multi-ethnic country, the national living pattern in each have characteristics, on the national living pattern and more options and build and influence the ethnic relations, the current relationship between the development of social stability and national unity. This article USES the method of literature review and interview survey method, on the status duo of the multi-ethnic populated in Hami, problems existing in the centralized residential, community settlement mode was investigated, at the same time under the foreign Canada multicultural multi-ethnic community management mode has carried on the thorough carding, study suggests:first, the current government in the community management in China is the government-led community management mode. Second, while the government’s leading Hami district, community management mode is in line with the current management status of minority communities, hami district, but in the long run the multi-ethnic residential patterns should be toward the development of the higher level autonomous community management pattern. Based on this, the author puts forward hami areas in China and even the Chinese multi-ethnic management should be the direction of social autonomy, form is given priority to with autonomous management mode.The research content of this article is mainly the following several aspects:the first chapter is introduction, expounds the research background and significance of this paper, both at home and abroad about settlement patterns generalizes the present situation, problems and countermeasures, especially for the United States, India multi-ethnic residential mode and domestic rural settlement mode, marginalized communities, ethnic communities, urban resident population living pattern of comb, shortages and advantages of the current study, laid the problem of this study. Related theory, the second chapter research on settlement, populated areas, multi-ethnic populated, urban city related influencing factors and population agglomeration model analyzes the concepts and theories, this paper studies the theory basis. The fourth chapter constructs the hami district multi-ethnic communal ethnic community autonomy management countermeasures:strengthening community national work, namely respect ethnic customs, strengthen the government’s social management and public service functions, to achieve the community residents’ committees grassroots democracy autonomy, to encourage and support social organizations and enterprises to participate in community construction, establish and improve the city multi-ethnic community public service system.
