China's Gongbantaixue Internal Governance Structure Research

University as an academic organization to inherit and research advanced knowledge, has played an important role in the process of the human society. In China's future development and the great rejuvenation of the historical process, universities will bear some important missions such as qualified people training, science development, social services, heritages and culture innovation and so on. At present, the research on the construction of modern university system with Chinese characteristics has become a hot and difficult subject in the higher education research.In the paper the modern university system as a research domain, the university's internal governance structure as a research focus, and the university's internal governance operating mechanism as the starting point, I will try to in-depth analyze the contradiction between the administrative power and academic power of the university, the causes, evolution and current situation of the university's internal governance structure in the modern university system, and clarify the theoretical basis of the modern university system within the University governance structure. On this basis1will establish the basic proposition to reform the university's internal governance structure and put forward the architecture of the modern university system within the university governance structure.By trying to build theoretical analysis and pattern1want to achieve the guidance to the practice of public university's internal governance structure and its operating mechanism. Basic idea is: firstly, the establishment of the president responsibility system under the leadership of party committee within the framework of Board of Directors (Council); secondly, the improvement of the paradigm of "joint governance" of the leadership of the party committees, the university governance by the Presidency, the professors'taking charge for academic study, democratic management as well as teachers and students participation. So as to build the coordinated operation mechanism concerning the political power of the party committees, the president executive power, the professors'academic power, the democratic rights of the teachers and students "I will research the following six areas in the article:Firstly, I will review the internal governance structure of the universities. On the one hand, I will summarize the internal governance structures of the foreign universities and divide them into three categories. On the other hand, I will analyze the elements of current public universities' internal governance and the issues of de-bureaucratization. On this basis, the University and its nature are discussed. Secondly, the framework of universities'internal governance is concerned. On the analysis of the theoretical foundation of the university's internal governance structure, I will describe the university's internal governance structure and its implementation path to build the Board of Directors (Council) within the framework of President responsibility system under the leadership of the Party Committee.Thirdly, in regard to the party leadership, I will analyze the historical evolution of the Public Universities'internal leadership system. I will also analyze the necessity of adhering to the president responsibility system under the leadership of the Party and its problems. Finally, to improve and perfect the path of the operating mechanism of the leadership of party committees is inevitable.Fourthly, as for the president responsibility system, the President autonomy is the key to the university's internal governance. On the other hand, I will stick to the mechanism of the Presidential autonomy, the ideal of the university, and the modes of the Presidential autonomy. The decision-making procedures and the rules of procedure of the Presidential autonomy are also important.Fifthly, professors'taking charge for academic issues is concerning. This topic concerns the historical evolution on the professors" taking charge of academic issues, its meaning and essence, the necessity of its implementation and the ways to implement the mechanism.Finally, with respect to the institutional guarantee, I will analyze the meaning and characteristics of the charter of the University as well as its significance. Furthermore, my topic is on the internal governance structure in the charter, so as to improve the internal governance structure in China's Public Universities under the guidance of the charter.
