In this paper, the ability of English researcher for junior high school determines the quality of teachers in a region. Their concept decides the educational reform direction of a region. And their work determines the teaching quality of a region. So in the premise of the reform with the new curriculum standard, English education reform for junior middle school began to take the student as the main body. As the director of the region’s English education policy and education, the professional development problem of the English teaching researcher should not be ignored.This study summarized about a large number of literatures related to the teaching researcher. And it makes all clear about the common problems encountered in the teaching researcher professional development and research status. Using questionnaire and interview method, 115 English teaching researchers for junior middle school in Heilongjiang province has been carried on the questionnaire survey. The purpose is to understand their professional development, career development, training system, evaluation system and specialized knowledge ability level, etc.Survey results show that the common problems among the current English teaching researcher for junior middle school in Heilongjiang province are: the age levels are high and levels of education are low. The first professional subjects are lack of education related subjects. There is lack of effective evaluation, evaluation and promotion mechanism. Research staff for life is not in conformity with the needs of the development of present education reform. Scientific research investment and scientific research level needs to improve. Working pressure is big but work efficiency is low. The research work mechanism is too single. Education scientific research investments are difficult to meet the needs of the research staff professional development. Teaching researcher knowledge structures and ability levels are uneven developed. Teaching researcher professional training system is not sound.Based on this, the paper analyzes the internal reasons of the current situation, and puts forward strategies to promote the professional development of teaching researcher: To form a perfect policy and system in line with the teaching researcher of professional development. Form a work system in conformity with the research staff professional development. Establish the assessment, evaluation and selection mechanism of the teaching researcher. To optimize teaching researcher knowledge structure, promoting the scientific research ability of teaching researcher. To adjust the teaching researcher training content, promote the efficiency of research staff training.
