Scientific development is the guiding ideology of the development of socialism with Chinese characteristics. The Fifth Plenary of the 18th CPC Central Committee emphasize again that development is the cardinal principle and the development must be scientific. The concept of Human’s Scientific Development is the core content of Scientific Development. Human’s Scientific Development is the development that takes people as the foremost and emphasizes the human’s development with comprehensive, harmonious and sustainable. It’s Human’s Scientific Development that concretes Max’s thoughts on human’s all-round development. Human’s Scientific Development concept based on the new situation features and needs of the world development and changes at home and abroad, new requirements are put forward for the cultivation and development of human as well."deepen education reform, enhance students’sense of social responsibility,legal consciousness, innovative spirit, practical ability, comprehensive strengthening of physical and mental health, art aesthetic education, training innovative interests and scientific literacy.""Cultivating social builders and successors of all-round development""Improving the quality of citizens and the degree of social civilization significantly", which are all the basic requirement to promote the modernization of education in"13th-Five-Year" period. And one of the main targets of human and economic and social development."Quality education" is a new idea of educational development in the new period of our country, which represents the basic direction of education development in the future for a long period of time. Quality education has been carried out in our country for many years and has achieved great progress. But due to the fetters of the traditional education concept, the overall quality educators are not high, the impact of college entrance examination competition on basic education, and the lack of scientific evaluation system of quality education in secondary schools. So there exists many questions, such as the quality education in junior middle school is deviated from the core of "educating people" the quality of the education is prominent, the development of quality education is not coordinated, the quality of education is not strong and so on.The concept of Human’s Scientific Development gives the new connotation of quality education, and the two have inherent consistency. It is a guide to deepen the quality education in secondary school. It is an important way to promote the scientific development of secondary school.Promoting and deepening the quality education in junior high school in china with the guidance of the scientific development concept of human, which not only promote the new problems of the modernization of education facing with, but also improve the scientific development of secondary school students. And cultivate the basic path of the socialist builders of the needs of the times.The promotion and deepening of quality in junior high school should be focused on the following aspects in the perspective of the scientific development of human. Firstly, updating ideas and improving the level of awareness of quality education in junior high schools. Secondly, up-righting education aim and truly establishing the "People-oriented" concept of quality education in secondary schools. Thirdly, allocating resources rationally strengthen the study and training, improving the overall quality of teachers in secondary schools. Fourthly, reforming the college entrance examination system and realizing the real change from "exam oriented education" to "quality education". Fifthly, consummating the employment mechanism and creating a good social environment for quality education in secondary schools. Sixthly, innovating management system to provide a strong guarantee for the quality education of secondary schools. Last but one, setting core elements to promote the quality of the students to coordinate and develop comprehensively in secondary schools. The last but least, constructing evaluation system scientifically to improve the effectiveness of quality education in secondary schools.
