According to society and human’s fundamental interests, it is our significant subject in our times to construct the socialist harmonious society. That to realize human’s all-round development and construct harmonious society need different talents education should train. It is the education streaming which is the approach and method that could realize the aims.Junior middle school throughout the compulsory education is the first stage in education streaming, as students could choose to enter senior middle school or take secondary vocational education or go into society. In the rural areas students after junior middle school tend to accept ordinary high school as a result of different factors while secondary vocational school that the economic and social development needs to train technical workers is not highly thought of. The unreasonable education streaming, make our country’s rural human resource not get effective exploitation and utilization and impede rural economic development. Therefore, this article will discuss the rural education Streaming status after junior middle school.Due to the gap between urban and rural areas, district difference, economic differences, people have many misunderstandings in vocational education knowledge, which obstructs the rural junior middle school education development, which is not in accordance with the "people-oriented" to construct socialist harmonious society and realize the all-round development of man.Based on this, this article mainly investigates education streaming after junior middle school from the perspective of human’s all-round development. This paper divides into four parts. The first part states comprehensively the relative notion of the education streaming, and especially under the background of interpretation in the new era, it states the endowed scientific connation on education streaming after junior middle school. Meanwhile it also discusses the related theory from two aspects of social labor division and personality development. That is, the education Streaming is not to adapt to social division’s requirement but to satisfy requirements of human’s personality development.; The second part firstly introduces the basic situation of Tao Yuan town, in Hunan province and education Streaming of junior middle school graduates from2005to2010, which makes us get a general understanding. Secondly by having a questionnaire on students among three middle schools, we can obtain further explanation of the status quo. The author has issued790copies’ questionnaires and got720effective ones. This does basis work for the cause explanation hereinafter through the statistics analysis; The third part induces and sums up the obstructive factor that influences education Streaming after junior middle school through the present investigation talked above. It is results of comprehensive factors such as society, school, family and students themselves that play the part. The paper analyzes two social factors from traditional ideas and misunderstandings on vocational education, and school’s internal factors from situation of running vocational schools and lacking Streaming instruction to junior middle school graduates. The paper also analyzes family factor according to students’ family finances, and personal factors on the basis of their school records; The fourth part makes a proposal on countermeasures to operate secondary vocational schools and suggestions to properly guide the rural education streaming after junior middle school.
