With the rapid development of network technology, today’s education gradually toward Informationization progress, continuous in-depth technical application, continue to strengthen education information inputs, making education intormatization in China have achieved remarkable results. Today’s network-aided teaching in China’s colleges and universities have been gradually began to use and more widely used, the vast Majority of University students in network teaching platform, select learning content of interest, at any time for learning. However, the network teaching platform in the real world there are significant limitations in the process, the learning needs of students relying en the PC Terminal, check in fixed locations, even limited time impact, such learning is hard to achieve the desired scale and effect. At this point, desperately needing to get rid of restrictions, more free interactive learning, secondary teachers teaching and student learning in mind, this paper will combine fragments of learning theory and forgetting curve theory developed one for university teachers and students using mobile terminal application, provides fragmented conditions and environment for its students.This study analysis concludes that today’s Web platform in teaching process of secondary shortage of vulnerabilities based on the proposed measures to alleviate this problem, and actually developed a can be applied to teachers and students in colleges and universities of the mobile terminal.
