Junior high school students’mathematics ability measurement is one of hot research fields in the education technology all over the world. American education technology is used to dividing the junior middle school students’mathematical ability into eight aspects, namely mathematical thinking, math problems solving, mathematical modeling, mathematical reasoning, mathematical representation, the symbolic and formalized in mathematics, mathematical communication, and the use of mathematical tools. The division relies on the United States department of education’s demarcation of junior high school students’mathematics subject content. China’s ministry of education also defined the content of the junior middle school mathematics discipline, but the content is not in conformity with that of the United States. Therefore, they are not uniform in terms of mathematical ability tests.This paper tries to develop the Chinese version of junior high school math ability test scale by referring to the program for international student assessment (PISA) tests of mathematical ability scale and the theory of multiple intelligences. Its purpose is to help students, teachers, and parents realize strengths and disadvantages of junior middle school mathematics ability, in order to carry out teaching or counseling to realize the target---"promote learning through evaluation, promote renovation through evaluation".To achieve this goal, this paper did the following work:(1) it studied our country and international current related testing of primary and secondary school mathematics data and documents through the literature research method. The current problem of mathematical ability tests in our country are analyzed, and the development trend of mathematical ability measurement in our country are summarized. (2)it studied the connotation of mathematics, the composition of mathematics ability and the core competence of mathematics through the theoretical study. From the Angle of mathematics to analyze the components of mathematics and mathematical ability is more positive and more conducive to learning mathematics.(3) according to the program for international student assessment (PISA) and new curriculum standard of compulsory education in our country compiled the junior high school students math skills assessment scale in our country. (4)it revised the junior high school students math abilities assessment scale in our country by the method of questionnaire survey, and tested the junior high school students math abilities assessment scale reliability and validity by using correlation analysis and exploratory factor analysis.
