Research On The Selection System And Enlightenment Of Taiwan University Presidents

State Education Reform and Long-term Development Plan(2010-2020)was published in July 2010.It reflects the determination of reforming higher education management in the “perfecting modern university system with Chinese characteristic”,” improving the selection and appointment of university presidents ",and other guidance,those reflects the state of higher determination to reform of education management.And in March 2016,the CPC formulated the thirteenth plan for national economic and social development(2016-2020),which points out that it is necessary to expand the autonomy of universities and research institutes in China".2011,for the first time the Ministry of education,had the NNU and SUFE to choose principals home and abroad;and 2012,in the second time,the Ministry of education had USTB,BUCM public selection of Medicine University principals.Faced with the opportunity of China's current administrative management system reform,it is mature to improve the university president selection mechanism,how to improve the university president selection mechanism has become an important task in the reform of management system in the university.To complete this work,we need to combine the actual groping in the dark,but also need to broaden our horizons to learn from the outside.Taiwan is an inalienable part of China,the development of higher education is the epitome of the great efforts made by the Taiwan educationist.Cross-strait have the same modern university system,so Mainland can learn from Taiwanese experiences about perfecting modern university system.In this study,it will be based on theoretical study and empirical research as the basis,analysis the of policy text of Taiwan University selection system construction and implementation,and extract the features of the system.Four aspects of this research will be the selection of policy text from the principal's analysis,namely the selection of subject selection,qualification,selection procedures and selection operation,then summed up its characteristics: full participation,manifest the independent spirit of the university;the criteria of personalized selection procedure is perfect,not stick to one pattern;ensure fair and open selection;selection system is mature,have made significant effect.Based on the principal's selection on the mainland,with the president of Taiwan University experience and lessons of more than and 20 years.This study summarizes the following four points as a reference: construct the idea of the university the leading role in president selection;respect and depend on the basis and developing goal of the University,and made appropriate president selection standards;improve selection procedures,and reference the benchmarking model;revised formulation of relevant policies and regulations,clear the principles and guidelines of the selection system.
