Modern distance education is a new education form with the development of network communication technology, it is the dissemination of knowledge and skills thrpugh satellite transmission, computer network and wireless network technology, is an important means of constructing lifelong education system and education. A university is the first batch of China’s institutions of higher learning in modern distance education pilot, in 1999 began to adopt market-oriented mode of operation of the pilot, after years of development, sending tens of thousands of talents for the society, has a good brand and social influence. But with MOOC, O2O and other new teaching mode, technology advancement and market segmentation, cooperation and internationalization, and the decline in demand of national adult higher education market, A University of modern distance education is facing new development strategy selection, to better serve the society.This thesis is in a comprehensive analysis of a University Modern Distance Education under the background of the advantages and disadvantages, the opportunities and challenges, comparative analysis may exist several possible development strategy:perfect development strategy, development strategy, elite strategy and a new development strategy, and choose the most suitable for innovative development strategy of Modern Distance Education in a university; and through of cost priority, focus and differentiation competitive strategy analysis, choose differentiation competitive strategy is the most suitable for the competition strategy of a university.The latest innovative development strategy refers to a University Modern Distance Education on the basis of existing development, inherit the brand advantage, the advantage of courses, the advantages of the service, outside learning center advantage, market advantage, social influence advantages, according to the society’s most urgent demand for talent making inspection content and the appraisal way, MOOC resource utilization, big data technology and cloud computing and cloud storage technology. In teaching content, teaching methods and learning methods for comprehensive reform and innovation and in training to adapt to the development needs of the times and the talent training objectives.
