Facing the fact that human society has entered the 21st century, people today have widely accepted the concept of "lifelong education ". Modern distance education (MDE) takes advantage of network transmission, and features openness and multi-media teaching, which fully reflects its great potential of development and development prospects.Distance education in many countries emerges from education systems and becomes a relatively independent system. In China, the development of distance education mainly experienced three stages: correspondence education, broadcasting television education and modern distance education. Although Modern distance education in China has made great achievements, it still has many problems, mainly displaying in: serious repeating constructions , irrational allocation for macro education resources,no effect of scale economy advantage,high cost for students' learning, various levels for out-of-class learning centers,no play in system function for pilot universities,supply shortage for effective teaching resources,no co-building and sharing resource mechanism,no suitable learning support services, the inadequacy of its teachers and service system, etc. We should pertinently solve the above problems, and also promote international cooperation and exchanges.Taking its unique advantages of MDES (Modern Distance Education System) and learning methods, TV University has an underestimated t function in the process of advancing modern distance education. Based on the features of Modern Distance Education this paper takes Lianyungang TV University for the example to analyze the current situation for modern distance education development in China, its problems and origins, and put forward some suggestions and opinions from the angles of internal and external environment.
