The rapid development and universal application of modern information technology has propelled the distance education transition from traditional mode to modern mode, modern distance education plays an irreplaceable role in the learning society construction and lifelong education concept promotion. On the basis of the significant role of modern distance education, the pilot universities across the country have conducted a series of exploration on the theory and development of modern distance education, and achieved some certain results. These studies mostly concentrated in the school system, teaching methods and teacher literacy, only a few of them involve the discussion of teacher employment. However, in modern distance education, the teacher employment is the core element of human resources management and the assurance of teaching quality. Therefore, to explore the teacher employment of modern distance education and establish a feasible employment system is essential for the long-term development of modern distance education.This study combines the research results of Northwestern Polytechnical University Higher Education Research Fund Project from research associate Li Lin in 2012, through the analysis of the teacher employment status and problems in the process of employing, the paper explores the various factors that are affecting the employing process and proposes a construction strategy of modern distance education teacher employment system. The full paper is divided into five parts:The first part is introduction. This section discusses the background, objective and significance of modern distance education teacher employment system. To take the Cyber Educational College of Renmin University of China and the United Kingdom Open University as representatives, the paper describes the current research situation both in China and abroad. The research approach and innovations are clearly discussed, the methods used in the research process are briefly described, namely, literature research method, questionnaire survey and comparative method, in which the questionnaire design, distribution and recycling are completed with the assistance of research associate Lin Li and professor Zhijin Shi from Distance Education College of Shaanxi Normal University. Finally, the four concepts, distance education, modern distance education,modern distance education teacher and teacher employment system, are briefly defined.The second part is the theoretical basis of the study. Including system theory, human resource management theory and two-factor theory. Among these theories, the system theory has an important theoretical significance on the integrative construction of the teacher employment system, it is used to guide the analysis of the relationship among the various internal and external factors in the process of constructing the system. Human resource management theory has macroscopic guidance significance for this study,it is used to clear the specific section of the teacher employment process. Two-factor theory has microscopic guidance significance, through the discussion the motivator and hygiene factors which affect the generation of teachers’ behavior motivation, the paper explore the establishment of motivator system and the improvement of teaching circumstances in the process of teacher appointments.The third part is the present situation investigation and analysis of the modern distance education teacher employment. Starting from the present situation of the modern distance education teacher employment, this part is divided into four four dimensions:the basic situation of teachers, recruitment and employment approach, application, assessment and evaluation, employment satisfaction. Combine with the statistical results of the questionnaire, the paper illustrates the problems in the process of teacher employment in the form of numerical and graphic, and make an objective analysis of these problems.The fourth part is the discussion of the influential factors in the process of modern distance education teacher employment. Based on the three theoretical basis of the study, the paper respectively analyzes the influential factors from two aspects, macroscopic factors and microscopic factors. The macroscopic factors include national factors and social factors, inside of the national factor are policy support and legal foundation, inside of the social factors are social recognition and information technology. The microscopic factors include distance organization factor and teachers’ own factor.The fifth part is the construction strategy of the modern distance education teacher employment system. Combine with the analysis of the four parts above, the paper detailedly discusses the construction strategy in the section of teacher employment from the view of selection, appointment and evaluation. Among these views, selection section discusses the formulation of selection standards, the specification of recruitment process and the establishment of relevant laws; the appointment section discusses the feasible staffing of full-time teacher and part-time teacher, the establishment of teaching liability system and salary incentives; the evaluation section discusses the application of network teaching evaluation system, the evaluation subject, the evaluation methods and the initial establishment of alarm system for the modern distance education teacher.
